Kenya–Kosovo relations have seen significant developments over the years, culminating in Kenya officially recognizing Kosovo as an independent state in March 2025. While the relationship between these two countries began cautiously, it has evolved into a cooperative partnership with mutual recognition of passports and growing diplomatic ties. This article traces the history of Kenya’s stance on Kosovo’s independence and the milestones leading to their formal diplomatic recognition.

Historical Context

Kosovo declared its independence from Serbia on 17 February 2008, amidst a tense and ongoing conflict over its status. Despite the declaration, many countries, including several European powers, remained hesitant to recognize Kosovo’s sovereignty, citing concerns over international law and the territorial integrity of Serbia.

In July 2008, a significant moment occurred when Kenyan Foreign Minister Moses Wetangula met with his Serbian counterpart, Vuk Jeremić. During this meeting, Wetangula voiced Kenya’s position, which leaned towards respecting Serbia’s territorial integrity at the time, without immediately taking a stance on Kosovo’s independence .

Gradual Shift Towards Recognition

The trajectory of Kenya’s position began to shift in 2010 when Albanian Prime Minister Sali Berisha reported that Kenya was leaning towards recognizing Kosovo, following a series of diplomatic discussions with Kenyan politicians. This indicated that Kenya was beginning to consider the broader geopolitical implications of its decision.

By October 2012, reports emerged that Kenyan Prime Minister Raila Odinga had acknowledged that Kenya was seriously considering the recognition of Kosovo, and a decision would be forthcoming soon . However, it wasn’t until March 2023 that the situation advanced, with Behgjet Pacolli, the former President of Kosovo, visiting Kenya. Pacolli brought forth an official statement from Kenyan President William Ruto, which indicated that Kenya would formally recognize Kosovo’s passports as valid travel documents. This was a significant diplomatic gesture signaling a new chapter in their relationship .

Formal Recognition of Kosovo

In September 2023, during the UN General Assembly’s 78th session, Presidents William Ruto of Kenya and Vjosa Osmani of Kosovo met bilaterally. President Osmani expressed gratitude to President Ruto for recognizing Kosovo’s passports and emphasized the potential for expanding cooperation between the two countries . This meeting further solidified the growing diplomatic ties between Kenya and Kosovo.

By March 2025, after considerable diplomatic discussions and mutual recognition of each other’s sovereignty, Kenya officially recognized Kosovo as an independent state. This recognition positioned Kenya as one of the countries affirming Kosovo’s statehood, aligning with the over 117 countries that had already extended their recognition .

Diplomatic and Economic Cooperation

With the formal recognition, Kenya and Kosovo are poised to enhance their diplomatic and economic relationships. Kosovo, which has faced challenges in establishing full international recognition, finds Kenya’s acknowledgment to be a significant step in securing global legitimacy. For Kenya, this move reflects its commitment to supporting self-determination and sovereignty for countries across the world, especially in Africa and the Balkans.

The recognition also sets the stage for future collaboration, particularly in the areas of trade, education, and diplomacy. Kosovo’s position in Europe, coupled with Kenya’s strategic location in East Africa, presents opportunities for increased diplomatic exchanges and economic partnerships.

Conclusion

Kenya’s recognition of Kosovo in March 2025 marks a significant milestone in the history of both countries. What began as a cautious stance has evolved into a formal partnership rooted in mutual respect for sovereignty and international diplomacy. The recognition opens doors for further cooperation in various sectors, and sets the stage for deeper engagement in both regional and global matters. As the relationship between Kenya and Kosovo develops, it will be a testament to the importance of diplomatic dialogue and the gradual shift towards global acceptance of Kosovo’s independence.
