Emilio Stanley Mwai Kibaki CGH (15 November 1931 – 21 April 2022) was a Kenyan economist and politician who served as the third President of Kenya from December 2002 to April 2013. He previously held senior government positions spanning five decades, including Vice President of Kenya (1978–1988), Minister for Finance, Minister for Home Affairs, and Minister for Health. Kibaki was also Kenya’s longest-serving Member of Parliament, representing constituencies in Nairobi and later Othaya continuously from 1963 to 2013.
Kibaki rose to the presidency after leading the opposition National Rainbow Coalition (NARC) to a landslide victory in the 2002 general election, ending nearly forty years of rule by the Kenya African National Union (KANU). His first term was marked by economic recovery, the introduction of free primary education, restoration of donor confidence, and institutional reforms following years of stagnation under the previous administration.
His second term (2007–2013) began amid controversy following the disputed 2007 presidential election, which triggered widespread post-election violence. A power-sharing agreement brokered through international mediation resulted in the formation of a Grand Coalition Government, with Kibaki remaining president and opposition leader Raila Odinga appointed prime minister. During this period, Kibaki oversaw economic stabilization, large-scale infrastructure expansion, and the promulgation of Kenya’s 2010 Constitution, which introduced devolution, a strengthened bill of rights, and major institutional reforms.
Widely regarded as a technocrat and fiscal conservative, Kibaki is credited with reviving Kenya’s economy, advancing long-term development planning through Vision 2030, and reducing dependence on foreign aid. However, his presidency was also criticized for failure to decisively address corruption, ethnic polarization, and political exclusion. Despite these controversies, he remains a central figure in Kenya’s post-independence history and one of the country’s most consequential leaders.
