The demand for Kenyan flowers grew rapidly, especially in Holland, the United Kingdom, Germany, France, and Switzerland. As of 2015, Kenya was exporting 122,825 tons of flowers, with the industry earning approximately KSh 54.6 billion (US$ 400 million) in revenue.

The country’s flower industry reached a key milestone with Kenya becoming the largest exporter of cut flowers to the European Union, accounting for 38% of the EU’s imports in the sector. This success can be attributed to the industry’s commitment to sustainability, good agricultural practices, and strong international relationships fostered by organizations like the Kenya Flower Council.

Role of the Kenya Flower Council

The Kenya Flower Council plays a crucial role in advocating for the floriculture sector in Kenya. Its Code of Practice (CoP) is a comprehensive guide for flower farms and exporters, ensuring that they adhere to standards for sustainable agriculture, social responsibility, worker safety, and environmental protection. This Code encourages farms to operate in a way that minimizes negative environmental impacts while promoting ethical labor practices and good working conditions.

The KFC also works to improve the international competitiveness of Kenyan flowers, especially in the face of challenges such as stringent EU regulations and trade tariffs. In recent years, the EU imposed import taxes on Kenyan flowers, threatening the industry’s profitability. However, the KFC, alongside stakeholders, worked tirelessly to meet compliance requirements and reform the industry, eventually lifting tariffs in December 2015.

The Impact of Global Lobbying and EU Relations

One of the KFC’s most important functions is lobbying in international markets, particularly in the European Union, where Kenyan flowers are in high demand. In 2015, the KFC initiated several programs to ensure compliance with new EU regulations. Although the Kenyan flower industry faced challenges in meeting the set deadlines, the KFC played a key role in preparing the industry for the changing trade environment.

The KFC’s efforts to align with the EU’s regulatory demands were supported by a $400,000 grant from the Dutch government. This financial aid helped the KFC implement compliance programs across the Kenyan flower sector. As a result, the flower industry continued to thrive, with Kenya maintaining a strong competitive edge against other emerging exporters.

The Kenya Flower Council has also been instrumental in driving industrial development schemes. In Rwanda, for example, the KFC has been working with the Rwandan government to establish a flower park on a 35-hectare site near Kigali. This development is expected to significantly boost Rwanda’s flower industry, contributing an estimated $200 million annually by 2017. The success of this project highlights the KFC’s role as a regional leader in flower farming and floriculture export development.

Certification and Accreditation Efforts

The KFC also focuses on ensuring that flower farms and exporters in Kenya meet global certification standards. The organization works with the Horticultural Crops Development Authority (HCDA), the Kenya Bureau of Standards (KEBS), and the Fresh Produce Exporters Association of Kenya (FPEAK) to maintain high standards within the industry. The KFC uses a rating system to assess member farms, categorizing them as Gold Standard, Silver Standard, and Associate, based on their adherence to the Code of Practice and sustainability measures.

The KFC’s partnerships with international organizations like the Food and Agriculture Organization (FAO) and GLOBALG.A.P. further ensure that Kenyan flower exports meet the highest standards of quality and sustainability. These efforts help maintain Kenya’s position as a leading player in the global flower industry.

Challenges Faced by the Flower Industry

While the Kenya Flower Council’s efforts have led to significant progress, the flower farming industry faces several challenges. Environmental concerns, especially related to water usage and ecological conservation around Lake Naivasha, have raised tensions between flower farmers and local communities. The competition for water resources has led to conflicts between Masai herders and Kikuyu flower farmers. As the industry continues to grow, balancing economic benefits with environmental protection remains a critical issue.

Additionally, the increasing demand for mixed bouquets in markets like the UK has encouraged more direct sales, bypassing traditional auction systems. This shift presents both opportunities and challenges for Kenyan flower exporters, as they navigate a rapidly evolving global market.
