The Kenya Bureau of Standards (KEBS) is the primary government agency tasked with ensuring that products, services, and systems in Kenya meet the highest standards of quality, safety, and performance. Established in July 1974 through an Act of Parliament known as The Standard Act, KEBS plays a vital role in safeguarding public health, promoting fair trade, and boosting the competitiveness of Kenyan products in both local and international markets.

KEBS is at the forefront of establishing and maintaining standards for metrology, testing, and quality assurance, ensuring that goods and services in Kenya meet international best practices. The Bureau operates through its main office in Nairobi, along with regional offices throughout the country, making it accessible for industries, businesses, and consumers across Kenya.


History and Establishment of KEBS

The Kenya Bureau of Standards was established by the National Assembly of Kenya under Chapter 496 of the Laws of Kenya. From its inception, the Bureau’s objective was to enhance the quality of goods and services produced in Kenya and to facilitate the adoption of national and international standards in various industries. Since its establishment in 1974, KEBS has grown to become a central body for regulating standards in Kenya.

The Bureau’s work is pivotal to Kenya’s economic growth, fostering trust and confidence in local products while promoting compliance with global standards. KEBS is instrumental in certifying goods for export, ensuring that they meet the required specifications and regulations for international trade.


Governance and Leadership at KEBS

The KEBS Board of Directors, also known as the National Standards Council (NSC), is the policy-making body responsible for overseeing the administration and financial management of the Bureau. The Managing Director is the chief executive officer of the Bureau, and as of now, the position is held by Ms. Esther Ngari. Ms. Ngari succeeded Benard Njiraini, who was suspended along with 26 other officials in a scandal involving the illegal release and sale of condemned sugar.

The leadership at KEBS is crucial in setting the direction for national standardization policies, and their decisions impact various sectors such as manufacturing, trade, and exports. The Board works closely with industry stakeholders to ensure that standards are consistently met.


Functions and Role of KEBS

KEBS is mandated to perform a wide range of functions aimed at enhancing product quality and safety across industries. Some of the key functions of the Bureau include:

  1. Promoting Standardization: KEBS works to establish and promote industry standards in Kenya. These standards are designed to ensure uniformity in products and services, making them safe, reliable, and competitive.
  2. Product Certification: KEBS plays an essential role in certifying industrial products and goods. This certification assures consumers and businesses that products meet specific national and international standards, promoting confidence and trade.
  3. Quality Control of Imports: One of KEBS’ critical roles is to inspect and ensure that imported goods meet the required quality standards. The Bureau’s import inspection offices, located at key points of entry across Kenya, help prevent substandard or unsafe products from entering the market.
  4. Testing and Examination of Goods: KEBS provides testing and examination services for both domestically produced goods and products destined for export. This helps manufacturers and exporters comply with both local and international standards.
  5. Developing Standards and Codes of Practice: KEBS is responsible for preparing, amending, and reviewing specifications, codes of practice, and guidelines for various industries, ranging from construction to manufacturing.

Regional and International Collaboration

KEBS maintains six regional offices across Kenya, located in Mombasa, Kisumu, Nakuru, Garissa, Nyeri, and Eldoret. These offices ensure that services are accessible to industries across the country, facilitating the easy implementation of national standards at local levels.
